If it's a series that gets flagged though, YouTube will pull it down.

Likely due to copyright.
Technically none of those cartoons are allowed to be posted by anyone who doesn't own rights to them.

YouTube knows it happens, but turns a blind eye unless it's reported or the comoanyntjat owns it is actively getting it removed. There are a few loopholes, but most of those do not cover full episodes and stuff.
Most older cartoons are also left alone.
